A question you can perhaps answer:
Is a vehicle entering the US (and paying the US$ 10 commercial entry fee) to pick up goods and returning straight back to BC is considered a commercial vehicle in the US (even if it isn’t a commercial vehicle in BC)? Are there guidelines regarding how long the vehicle can stay in the US without being considered a commercial vehicle? I am concerned about vehicle insurance and liability.

Your answer is dependent on a number of variables, such as make, model, size and weight. For the most complete answer to this particular question the best thing to do would be to contact the US Department of Transportation directly. Their website is http://www.dot.gov/
